They gonna have to shut down all business and drive people away from the airport atleast 4 blocks to achieve what you are thinking.
Not possible to carry out first flight somewhere else? Hey I am not complaining, us aviation fanboys exist too, but it just seems strange considering past and usual practice with new or sensitive equipment.

actually i am not entirely surprised. military projects in china are not held to that tight anyways.
think of it this way: in the west, it is loose on the outside, secrets on the inside.
in china it is secrets on the outside. loose on the inside.

cameras are in position,
good vis. 5 knots wind.
Reservists/Military guards blocked off traffic on the roads next to airport.

btw. B-4020 is PLAAF's 34th Air Division VIP flight, it usually carries the central military commission's chairman.
