The US is reopening massive Philippine military bases not occupied since the cold war
The locals will be happy because their economies tanked when the evil Americans left in 1991. The PLAN will not. And the world's nations will continue to enjoy freedom to navigate the South China Sea without interference.

I thought Clarke Air Force Base was buried under many feet of Volcanic Ash? Wasn't thet the reason the Yanks pulled out in the 90s? Mt Pinatubo anyone...?

According to wiki:
"After extensive damage from the Mount Pinatubo eruption, the Philippine Government attempted to reopen base lease talks, but terms could not be reached and the lease was not extended."

In other words a matter of ca$h.
The incentive to pay a higher lease has now occurred,
and an incentive to lease out for less ca$h has also occurred,
-by the looks of Chinese territorial water claims

Well returning to Subic shouldn't be too problematic logistically for the US navy, presumably its facilities will have to be modernised but that means cash to local and US companies.

As for Clarke AFB nothing is impossible but considering it and Cubi point NAS are now international airports there could be conflicting issues. Nevertheless if the USN is returning to Subic a solution will be needed, Clarke might be the better solution as it is big and the Philippine air force is based there.

For information on Clark after its closure, see Clark Freeport Zone and Diosdado Macapagal International Airport.

In 1995, during the administration of former President Fidel V. Ramos, Clark International Airport was designated to be the future primary international gateway of the Philippines and the major international airport of Metro Manila and its neighboring provinces when Ninoy Aquino International Airport in Metro Manila has reached full capacity and can no longer be expanded.

Note that in February 2012 the airport was been renamed back as Clark International Airport, however, the passenger terminal will continue to bear Diosdado Macapagal's name.

At present Naval Air Station Cubi Point has been converted into a civil airport, and is known as Subic Bay International Airport. It operates mainly as the main diversionary airport in case of difficulties with Ninoy Aquino International Airport, and for regional airline activities.
